Good Governance Agenda 2026–2030

The Belize Chamber of Commerce and Industry (BCCI) is proud to present the Good Governance Agenda 2026–2030, a comprehensive framework for strengthening Belize’s democratic institutions, enhancing transparency, and fostering meaningful collaboration between government, the private sector, and civil society.

Building on the BCCI’s Business Policy Roadmap 2025, this Agenda translates principles into actionable proposals grounded in domestic and regional experience. It is intended for policymakers and citizens alike, and reflects extensive consultation with the BCCI Executive Council, members, and the broader business community.

The Four Pillars

1. Transparency

  • Mandate Publication of Public Expenditures and Contracts in machine-readable, accessible formats.
  • Track and Publicize Public Sector Efficiency Metrics for key services (e.g., business licensing, permit approvals, tax refunds, and other internationally benchmarked performance indicators)

2. Accountability

  • Establish a Parliamentary Calendar and Agenda to ensure predictability, public consultation, and legislative transparency. Mandate a minimum notice period (e.g., 7–10 working days) before convening parliamentary sessions.
  • Campaign Finance Reform: Enact the Campaign Finance Bill to modernize campaign financing regulation.
  • Strengthening the National Assembly: Grant the Senate enhanced powers for investigations, compulsory accountability hearings, and CEO appointment vetting.
  • Strengthening Competition Law and Market Oversight: Establish an independent Competition Commission with a balanced appointment framework that includes civil society representation, clear investigative and enforcement powers, and mandatory public reporting to ensure effective competition oversight and economic efficiency.

3. Oversight and Institutional Strengthening

  • Modernize the Office of the Auditor General and address weaknesses in the Accountant General’s Office by providing adequate resources and legal authority to carry out comprehensive audits of government spending.
  • Create a Fiscal Council to provide non-partisan analysis of fiscal plans, forecasts, and debt sustainability.
  • Introduce a Medium- to Long-Term Fiscal Framework to accompany annual budgets, assessing the long-term impact on fiscal health.

4. Partnership in Governance

  • Quarterly High-Level Dialogues between the Prime Minister and the BCCI Executive Council, as per the Roadmap.
